Chloe was a distant cousin of Lila Quartermaine, and an internationally known fashion designer. She came to Port Charles with the love letters that Edward had written Lila many years ago. Chloe had acquired the letters from her aunt, and hopeless romantic that she was, she wanted to meet the man who could write such beautiful letters. Chloe got along with Lila and the rest of the Quartermaine family right away.

During A.J. and Carly's engagement party, Chloe met Jasper Jax, and the two immediately hit it off. Later, Chloe helped her old friend Simon Prentiss get together with V Ardanowski, the woman with whom he had fallen in love. Chloe attended the Nurses Ball with Jax, Alexis, Ned, V, and Simon. When a ballroom dance act didn't show up to perform, Jax and Chloe stepped in and delighted the audience. A little while later, Chloe got a call from her business manger reminding her that if she was not married in a month she would lose her company. The reason for this was because the money that Chloe had used to start her company had been left to her by her Uncle Herbert. However, one of the stipulations of Herbert's will was that Chloe be married within 5 years of his death in order to keep Chloe Morgan Designs. Alexis. Ned, and Jax teamed up to help Chloe solve this problem. At first, Alexis suggested Jax, who was happy to comply, but Chloe already had begun to fall for Jax, and she felt that it might complicate things if they were to get married. So, as a solution, Ned asked Chloe to marry him, as he was already in love with Alexis there would be not complications. After some hesitation, she accepted, and the two flew to Vegas, along with Alexis and Jax as the witnesses. Their plan was going along smoothly, until Chloe's Aunt Gertrude showed up, and claimed that this Vegas wedding did not comply with the legal definition of "happily married", as it was stated in the will. So to cover the whole thing up, Jax and Alexis married instead, and Ned and Chloe told Gertrude of plans for their own big wedding at the Quartermaine mansion.

Ned and Chloe's second attempt at marriage was a success and the two couples continued to put on a show of being "happily" married, while sneaking off to see their true loved ones in private. One night however, Chloe borrowed Alexis' coat as a disguise in order to sneak off to see Jax. While she was crossing a street, Helena Cassadine ran her down with her car thinking that she was Alexis. As a result, Chloe suffered severe head injuries and developed a tumor in the frontal lobe of her brain, causing her to lose her sight. Becoming blind wasn't the only result of the tumor. Chloe also began to be able to see through Helena Cassadine's eyes and predict her next evil move. After extensive radiation treatment, Chloe regained her sight was almost ready for an operation to remove the tumor and in turn, save her sight forever. However before this could take place, she was kidnapped by Stefan Cassadine who wanted to use her psychic abilities to take down Helena. He was able to convince Chloe that he too had been kidnapped by Helena and that the two of them were being held captive on the Cassadine island. The two of them grew closer, but before they could develop a relationship, Chloe started to go blind again because she did not have the proper medication on the island. Stefan immediately aborted his plan and he and Chloe "escaped" from the island and returned to Port Charles. Eventually Chloe found out the truth and cut off all her ties with Stefan.

Chloe stayed on in Port Charles, leery of Stefan who continued to try to woe her. She was disappointed when Jax returned to town and did not seek her out right away. When they did finally meet, she slapped him hard! Also lurking about was the mysterious Lucien Cane, who approached Chloe about becoming her financial backer. After having another one of her mysterious Eyes of Helena dreams, Chloe recognized that Helena was speaking to Lucien.

Suspicious, Chloe snuck into Wyndemere and a Cassadine Family photo album confirmed her theory that Lucien Cane was actually Stavros Cassadine! However, Chloe was never able to share this information as Stavros came upon her in Stefan's study. There he strangled poor Chloe to death and set it up to make it appear that Stefan had done the deed.
